Shri Ateesh Kumar Singh is a senior Indian civil servant of the 1994 batch of the Indian Railway Traffic Service (IRTS) and currently serves as Additional Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, where he plays a key role in shaping India’s industrial policy, infrastructure integration, and investment facilitation framework.

With over 30 years of extensive experience across the ministries of railways, finance, MSME, and commerce & industry, he has built deep expertise in public administration, economic policy formulation, program design, and institutional governance. His career reflects a strong track record of designing and implementing large-scale national programs that bridge infrastructure, finance, and enterprise development, particularly for MSMEs and emerging sectors such as green technology, fintech, and digital commerce.

In his current role at DPIIT, he is closely associated with flagship initiatives such as the PM Gati Shakti National Master Plan, where he oversees multi-modal infrastructure planning and last-mile connectivity integration. He also heads the Network Planning Group (NPG), which brings together multiple infrastructure ministries to ensure unified planning, optimization of projects, and improved national logistics efficiency. In addition, he coordinates with state governments and multilateral agencies to develop state and city logistics plans, strengthening India’s logistics ecosystem at scale.

Earlier, during his tenure in the Ministry of MSME, he played a transformative role in policy and program innovation, including the conceptualization and rollout of the RAMP (Raising and Accelerating MSME Performance) program, development of the CHAMPIONS digital grievance platform, and reforms in credit, delayed payments, and MSME competitiveness frameworks. He also contributed to the design of green transition programs, digital public infrastructure for MSMEs, and initiatives linked to innovation, sustainability, and export readiness.

In the Ministry of Finance, he was involved in designing landmark financial inclusion and credit programs such as PM Mudra Yojana, Stand-Up India, and Fund of Funds for Startups, along with strengthening credit guarantee ecosystems in India. His early career in the Indian Railways included leadership roles in train operations, commercial management, and urban transport planning across Northern India.

He has also served on the boards of several key institutions, including ONDC, Bank of Maharashtra, NSIC Venture Capital Fund, and other government enterprises, contributing to institutional governance and strategic oversight.

Widely regarded for his policy innovation and execution capability, Shri Ateesh Kumar Singh has played a significant role in advancing India’s agenda of industrial modernization, digital transformation, and inclusive economic growth through structured, scalable, and reform-driven governance.
