Shri N. Sivasailam is a distinguished former Indian Administrative Service (IAS) officer and logistics policy expert who served as Special Secretary—Logistics in the Department of Commerce, Ministry of Commerce & Industry, Government of India—a role in which he was entrusted with shaping the country’s logistics strategy, stakeholder engagement, and policy implementation at the intersection of trade, transport, and supply-chain development.

An officer of the 1985 IAS batch (Karnataka cadre), Shri Sivasailam brought to the position a strong blend of technical and managerial training, having graduated in mechanical engineering from Delhi College of Engineering (University of Delhi), completed an MBA at the Faculty of Management Studies (University of Delhi), and earned a master’s in social policy & planning from the London School of Economics, along with a postgraduate diploma in intellectual property rights law.

During his tenure as Special Secretary (Logistics), he played a pivotal role in advancing the National Logistics Policy, incorporating extensive stakeholder consultations and industry recommendations into its formulation, and driving initiatives that modernized logistics governance frameworks in India. His leadership contributed significantly to partnerships with organizations such as the Chartered Institute of Logistics & Transport (CILT) India to establish institutional mechanisms like the Centre of Logistics Excellence aimed at integrated transport and technology-enabled logistics solutions.

Shri Sivasailam’s expertise and influence have continued beyond government service, with his participation in high-level industry and policy forums—including national logistics summits, cargo conclaves, and thought leadership platforms focused on multimodal connectivity, SEZ policy evolution, and supply chain digitization—where he has advocated for strategic reforms to make Indian logistics globally competitive and technologically inclusive.
